After a month of on-and-off research, I've decided these odd looking pierced silverplated metal thingies were probably sold in some foreign tourist or gift shop as salt and pepper shakers or perhaps fragrance dispensers, similar to vinaigrettes. They're just under 4-1/2 inches long overall. The round tambourine shape body is just under 2 inches diameter. The handle unscrews but the opening is small, about 1/4" diameter. They'd be difficult to fill without a tiny funnel or dropper.

The tops have plate loss as shown. The backs are marked Hand Made with a feathered knight helmet and shield mark but there is no indication of country of origin. Four different symbols are marked inside the shield but the only one I can identify is a hammer and anvil. The items came in an estate box lot of old silver flatware and napkin rings, which is really my only clue that they may be shakers - that and the fact that one has smaller holes than the other.
